    Cemetery Regulations

     

     

    There are three sets of regulations:

    1. Kol HaLev's Regulations for buying and selling plots
    2. Kol HaLev's Regulations regarding religious issues 
    3. Hillcrest Cemetery's regulations

    Our regulations (1 and 2) were approved by our Board on March 15, 2006.
     

     

    Regulations for Buying and Selling Plots

    Definitions:
    Members are defined as members in good standing who have paid in full all their agreed dues and have been members for at least one year.

    Price per plot includes the plot and perpetual care provided by Hillcrest Memorial Cemetery but does not include the cost of grave opening and closing, the required grave liner nor the cost of a grave marker.

    1. A single member may purchase one plot. A member couple may purchase two plots. In addition a member may buy plots for all the children in the household. The price for these plots is $540 per plot, Hillcrest’s current price to individuals. Kol HaLev will increase this price as Hillcrest raises its price to individual buyers.
       

    2. Members may also buy plots for others in their immediate family, including non-member spouses or life partners, adult and married children and their spouses, parents and their parents’ spouses. The price per plot will be fifty percent greater than the then-current price for a member's plot.
       

    3. At the time of purchase and the signing of the deed the member may choose the plot(s) within the available purchase area.
       

    4. Members who have purchased plots and subsequently leave Kol HaLev for any reason are not required to surrender their plots.
       

    5. Selling plots
      a. Plot holders who wish to relinquish their plots for any reason must first offer them to Kol HaLev. Kol HaLev is not obligated to repurchase the plot. Its decision will be based on congregational needs.
      b. If Kol HaLev does not repurchase the plot, the owner may sell it to anyone who meets requirements 1 or 2 above. After the buyer presents proof of purchase and accepts these regulations, Kol HaLev will inform Hillcrest of the change in ownership.

     

    Religious Regulations

    1. Only Jews (as defined by the Reconstructionist movement) may be buried in plots designated as "Jewish" by Hillcrest Cemetery. Non-Jews and Jews may be buried in plots Hillcrest Cemetery has not designated as "Jewish".
       

    2. Grave-side ceremonies must use Jewish liturgy or be non-sectarian and all clergy who officiate at them must be Jewish. These restrictions do not apply to ceremonies held at the chapel at Hillcrest or elsewhere.

    3. Only Jewish religious symbols may be used on grave markers.

    4. Burials will not take place on Shabbat nor on other days where they are not supported by Jewish tradition.

    5. Cremains may be buried.
       

    6. Appeals for exceptions to these rules may be made to a committee comprising the rabbi, the chair of the Religious Practices Committee and the chair of the Cemetery Committee.

     

    Hillcrest Memorial Park Cemetery Rules and Regulations

    To: Kol HaLev Reconstructionist Community, hereinafter called the “Community”

    Re: Rules and regulations regarding burial rights within Hillcrest Memorial Park Cemetery Association, hereinafter called the “Association”

    The “Association” will not allow the posting of any signs for the “Community”.

    Perpetual care of the lots within the sections purchased by the “Community” is included in the negotiated price of the lots; all said care being provided by the “Association”.

    The “Association” requires the “Community” to submit to the “Association” full purchaser information (name, date, address, phone number and location(s))  of any member of the “Community” who selects a particular lot from the “Community’s” pool of available lots.

    The size of each individual lot will be uniform; specifically, three (3) feet wide by nine (9) feet in length.

    Each lot is only for the burial of human remains. Each lot may accommodate, at most, two interments – one of the two, however, must be the interment of human cremated remains; otherwise, each lot will accommodate only one full-size interment.

    Each interment, whether full-size or of cremated remains, must be made within a burial vault, either of steel or concrete.

    Any labor required for the interment is to be done solely by the “Association’s” employees.

    Opening/closing rules: The “Association” will only allow flat bronze memorials for the memorialization of any grave.
